If you’re moving into one of the new apartments in Dallas between November and February, set up electric before you get your keys. Oncor’s delivery charge changed this year, and three of the four systems that serve new buildings on the Dallas side work differently. Here’s what changed and what to do.

What changed with Oncor’s delivery rate?

Oncor’s delivery charges changed on June 1, 2026. As of the PUCT rate effective Oct 1, 2026, Oncor’s residential delivery charge is $4.06 a month plus 6.0295 cents per kWh.

At 1,000 kWh, that’s $4.06 + $60.30 = $64.36 in delivery charges, before your retail provider’s energy charge. Delivery shows up on your retail bill; you don’t pay Oncor directly.

Oncor serves most new buildings on our board. At 85 of 120 board buildings, Oncor delivers power and you choose a retail plan (address check, Oct 25, 2026).

Waive the deposit

A utility letter of credit from your current provider waives CoServ and GP&L deposits. Ask for it before you move. It usually shows 12 months of on-time payments.

Why does winter timing matter?

Two reasons. First, holiday moves compress schedules, and providers need a few days to start service. Second, plans quoted in winter can price differently than summer plans. Lock in a plan that matches your lease term so you don’t roll to a variable rate mid-lease.

New construction helps. Newer windows, insulation and HVAC usually mean lower usage than an older apartment of the same size. Exposure still matters; a north-facing unit gets less winter sun.

How should you set up electric before a holiday move?

  1. Confirm the provider at your exact address. Two buildings in one city can differ.
  2. At Oncor or TNMP addresses, compare retail plans and read the electricity facts label at your expected usage.
  3. At CoServ or GP&L addresses, request a utility letter of credit from your current provider, then start service.
  4. Set the start date to your lease start, and confirm the account is active the day before move-in.

How does electric fit your budget?

Electric is part of true monthly cost: net effective rent plus required fees, electric, water, parking and any tolls. Our all-in budget guide shows how to add it up. Every card on the New Build Board carries an electric chip with the provider at that address.

We’ll help you set it up before move-in.
